ABOUT THE Division
General description
We’re looking for a part-time developer proficient in COBOL to join our team in the Application Services Area of the Information Technology division to maintain and code programs supporting the remittance of tax and data for over 100 taxes and fees. Your day-to-day will involve every aspect of coding, including development and design for new demands due to legislation or system improvements. This position is part of a team of people who are open-minded and collaborative, adaptable, dedicated to their profession and aren’t afraid to roll up their sleeves. You would be a great fit for this role if you are self-motivated, resourceful, can deliver results to spec and work well with a team.
Work Hours
Work hours are 8:00AM to 5:00PM, 20-hour week, Monday – Friday. Occasionally work overtime and/or additional hours. Hours may change based on business need. Application support activities periodically require on-call responsibilities or work during non-standard hours.
Teleworking may be considered if certain working conditions are met. The candidate must have permanent residency within the state of Texas and must be able to meet in office requirements, which can vary among different sections (i.e., report to office 1 day/month, 3 days/week, etc.). Travel reimbursements are not provided for teleworking.
Minimum Qualifications
• Bachelor's degree.
• Six (6) years of recent work experience using Cobol for software development and maintenance using a structured Software Development Life Cycle methodology.
Preferred Qualifications
• Bachelor’s degree or higher in Computer Science, Computer Information Systems or Management Information Systems.
• Ten plus (10+) years programming experience in COBOL Programming Language
• Experience with CPA Integrated Tax System.
• Experience with JCL.
• Experience with DB2 and SQL.
• Experience designing significant enhancements to an existing complex IT System.
• Experience developing Application Programming Interfaces
• Experience with NaturalONE.
• Experience with Agile Development Methodology.
Substitution
One (1) additional year of the full-time minimum experience as stated above may substitute for each year (30 semester hours) of the required education with a maximum of 120 semester hours (four years).
SUMMARY OF PHYSICAL REQUIREMENTS

This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone, and client/customer contact. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. Also, this position requires the incumbent must be able to ride elevator; must be able to carry laptop home for on-call duties, must be able to sit for hours at one time, must be able to work on a PC keying program changes as a repetitive function.
Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.
In this role you will:
• Performs programming required for software modifications, system modifications, and new products. Performs and coordinates unit, system and acceptance testing on all modifications.
• Performs research, requirements gathering, analysis, and design required for project proposals, software modifications, system modifications, and new products. Prepares and develops application processing documentation for current and proposed applications. Works closely with other technical staff and is involved with changes pertaining to interfaces between applications. Provides technical advice and assistance in matters related to programming activities.
• Performs as technical lead on projects in planning, scheduling, and assigning projects to the section programming staff. Conducts research on applications, issues and attends meetings to propose technical solutions for user requests. Directs, guides, and oversees highly complex information technology systems implementations.
• Perform all other related duties as assigned.
