Air Quality Planner I – Clean Fuels and Energy Programs

The Transportation Department of the North Central Texas Council of Governments (NCTCOG) is seeking an Air Quality Planner I or II to assist with the creation and implementation of strategies to support the transition to cleaner transportation fuels, optimize the integration of cleaner transportation with the energy sector, and develop a regional air quality improvement plan. A successful candidate should have interest in reducing the environmental impacts of transportation using alternative fuel vehicles, with emphasis on zero-emission vehicles. This position will support work of the Dallas-Fort Worth Clean Cities Coalition (www.dfwcleancities.org) and work is highly collaborative, working not only within the NCTCOG team, but also with external stakeholders, including local government staff, fleets, citizen groups, associations, and industry representatives. Responsibilities may include, but are not limited to, the following:

  • Maintaining awareness of the latest developments in the alternative fuel and electric vehicle industries, including issues related to how electric vehicles and the electric grid interact
  • Assisting with the identification and communication of region-specific best practices to support resilience of alternative fuel infrastructure, especially electric vehicle charging
  • Assisting with the selection of region-appropriate emissions-reduction strategies for a regional air quality improvement plan
  • Contributing to the drafting of a regional air quality improvement plan
  • Providing assistance in the planning of meetings and/or other events for stakeholders, including educational webinars, peer exchanges, etc.
  • Developing and maintaining knowledge of air quality grant programs such as the Texas Emissions Reduction Plan, Diesel Emissions Reduction Act, the National Electric Vehicle Infrastructure Formula Program, or other competitive grants to support local stakeholders
  • Providing assistance in the development, implementation and monitoring of project and program goals, performance measures, and milestones
  • Drafting, for supervisor review and approval, responses to stakeholder inquiries and providing excellent customer service
  • Monitoring impacts of State and federal policies, rules, and legislation
  • Drafting, for supervisor review, correspondence, grant applications, technical reports, and other documents
  • Assisting with the update and restructure of key websites, including www.nctcog.org/airquality, www.dfwcleancities.org, www.dfwcleancities.org/evnt, and www.conservenorthtexas.org
  • Drafting content for newsletters and social media
  • Preparing and delivering oral presentations
  • Participating in outreach events and/or meetings to inform stakeholders and the public of project information

Required Skills

  • Excellent verbal communication skills and interpersonal skills

  • Strong data collection, mathematical and analytical skills
  • Excellent customer service skills
  • Proficiency in Microsoft Office programs including Word, Outlook, PowerPoint, Excel, and Teams

  • Detail oriented, highly organized, and ability to multi-task on short deadlines
  • Ability to work independently and in a team environment
  • Working knowledge of electric vehicles and/or the electric utility industry preferred

Required Experience

  • Bachelor’s degree in analytical, quantitative methods
  • One year or less of job-related experience

Starting Salary Range

Minimum of $45,736.00 – $54,883.20 annually
