Organization: STRENGTHENING PUBLIC HEALTH INFRASTRUCTURE WORKFORCE AND DATA SYSTEMS STRATEGY A1 

Brief Description:

  • Manages and directs the informatics functions which include all information technology related assessments, planning, system design, and implementation efforts. 
  • Oversees the adoption and management of health IT systems such as disease surveillance, electronic health records (EHR) systems, and health and social services program-related software systems. 
  • Provides leadership in developing and maintaining IT systems that support DCHHS, including educating and training end users, managing systems and discussions between end users and software developers. 

Detailed Description:

  • Provides leadership to the overall departmental health IT projects. 
  • Operationalizes and oversees projects to ensure timely completion to enable the department to meet its mission, vision, and strategic objectives. 
  • Provides measurement of impact utilizing data to measure effectiveness of initiative or project to inform decision-making and improve performance.
  • Designs workflows to achieve necessary outcomes and coordinates with Dallas County Information Technology department and vendor/software developer to monitor sprints through successful completion of projects. 
  • Identifies areas of improvement and communicates to management. 
  • Evaluates current reports for quality, effectiveness, and efficiency. 
  • Performs timely identification of issues and implements efficient methods of notification. 
  • Designs and develops education, informational and training materials for end users. Manages systems and discussions between end users and vendor/software developer to ensure deployment and smooth operations post deployment. 
  • Provides leadership for the relevant HHS IT initiatives. 
  • Communicates to department head regarding overall issues and roadblocks. 
  • Serves as a liaison between HHS and others in support of data governance and data integrity for the department. 
  • Performs other duties as assigned. 

Job Requirements:

  • Education and experience equivalent to a Bachelor’s degree in a related field from an accredited college or university. 
  • Four (4) years of Information Technology or job-related experience. 
  • Preferred experience in Health Informatics, Health Data Management or Electronic Health Record Applications (Epic or similar EHR). 
  • Advanced knowledge of System Development Lifecycle methodology and practices. Excellent verbal, written and interpersonal communication skills. 
  • Excellent Technical skills. Experience in managing Medical, Research and/or Clinical record data. 
  • Proficient with EHR systems such as Epic and interoperability with external systems. Proficient with data management systems such as MS-SQL, Rave, REDCap, Access, SAS, etc. 
  • Proficiency in basic computer applications such as Microsoft Office (PowerPoint, Word, Excel), e-mail, and internet. 
  • Knowledge of develop simple or complex, dynamic reports utilizing applications such as SSRS, Crystal reports, Power BI, etc. 
  • Knowledge of database and query writing concepts (joins, query logic, cardinality) using relational database concepts and schema design principles. 
  • Salesforce experience preferred. 
  • Must possess a valid Texas Driver’s License and good driving record. 
  • Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. 
  • Standard office environment. 
  • Ability to travel to various work site locations.

Minimum Salary: 7357.83
